Because of the possible serious consequences of failure within a lifting operation these operations have been controlled by legislation for a very long time. In the past these controls had grown into a tangled mess, applied in some areas of industry, ignored in others. The Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) changed this with the introduction of a single set of regulations to cover all lifting operations in all work situations. LOLER will be applicable wherever lifting operations using lifting equipment take place and as with all modern legislation, comes complete with an approved code of practice and guidance notes. In addition to this lifting legislation there are also general regulations which are applicable across all industry sectors and which impose requirements on lifting equipment and its use. For example, the general provisions of the Health and Safety at Work Act 1974 (HASAWA) and parts of the following regulations apply to lifting equipment and its use:
The Management of Health and Safety at Work Regulations 1999 (MHSWR)
The Provision and Use of Work Equipment Regulations 1998 (PUWER)
